Editorial Policy

The Journal of Global Economics, Public Policy and Development is committed to publishing high-quality, original, and ethically conducted research that advances knowledge in economics, public policy, development studies, and related interdisciplinary fields. The Journal provides an international forum for the dissemination of rigorous theoretical, empirical, and policy-oriented research that contributes to scholarly debate and informs evidence-based decision-making.

The Journal operates in accordance with the Principles of Transparency and Best Practice in Scholarly Publishing and is committed to maintaining the highest standards of editorial integrity, academic independence, and publication ethics. Editorial decisions are based exclusively on the scholarly merit of submitted manuscripts, including their originality, methodological rigor, analytical quality, significance, and relevance to the Journal's aims and scope. Decisions are made without discrimination based on nationality, institutional affiliation, gender, ethnicity, political views, religion, or other personal characteristics of the authors.

The Editor-in-Chief and Editorial Board are responsible for ensuring that all manuscripts are handled through a fair, objective, timely, and confidential editorial process. Every submission is evaluated according to the Journal's editorial policies and publication ethics requirements and is subject to independent peer review before a final publication decision is reached.

Open Access, Copyright and Licensing

The Journal of Global Economics, Public Policy and Development is committed to the broad dissemination of scholarly knowledge through an open-access publishing model. All published articles are made freely and permanently available online, enabling readers worldwide to access, read, download, and use the content without subscription fees or other financial barriers. The Journal seeks to enhance the visibility, accessibility, and impact of research while ensuring that authors retain ownership of their intellectual contributions.

All articles are published under the Creative Commons Attribution–NonCommercial 4.0 International (CC BY-NC 4.0) License. This license permits anyone to copy, share, distribute, reproduce, adapt, and build upon the published material for non-commercial purposes, provided that appropriate credit is given to the original author(s) and the Journal, together with a link to the license and an indication of any modifications made. Commercial reuse of the published material by third parties requires prior written permission from the copyright holder, i.e. authors.

Authors retain the copyright and intellectual property rights in their published articles. Publication in the Journal does not transfer copyright ownership to the Journal or its publisher, Nexus Academic Press. By publishing their work, authors grant the Journal and Nexus Academic Press a non-exclusive, worldwide, perpetual license to publish, reproduce, distribute, archive, preserve, index, and promote the article in print, electronic, and other media, and to identify the Journal as the original publisher.

As copyright holders, authors may reuse, share, and disseminate their published work without seeking permission from the Journal of Global Economics, Public Policy and Development. This includes posting the published version on personal or institutional websites, depositing it in repositories, including it in theses or dissertations, using it for teaching and professional purposes, reproducing it in future books or scholarly works, and revising, translating, or adapting the work for future publications. When reusing the published version, authors should acknowledge the original publication in the Journal of Global Economics, Public Policy and Development and include the article’s DOI whenever practicable.

Archiving and Self-Archiving Policy

The Journal of Global Economics, Public Policy and Development is committed to the long-term preservation and accessibility of the scholarly record. To safeguard published content against technical failures or other unforeseen circumstances, all articles are archived through recognized digital preservation systems, including the  LOCKSS (Lots of Copies Keep Stuff Safe) network and the PKP Preservation Network, ensuring secure and permanent preservation of the Journal’s publications.

The Journal also supports author self-archiving and permits authors to deposit the accepted or published version of their manuscripts in institutional, disciplinary, or other recognized repositories following online publication. Authors who self-archive their work should acknowledge the Journal of Global Economics, Public Policy and Development as the original source of publication and provide a link to the official published version available on the Journal’s website.

Publication Ethics and Research Integrity

The Journal of Global Economics, Public Policy and Development is committed to maintaining the highest standards of integrity, transparency, and ethical conduct in scholarly publishing. The Journal expects authors, reviewers, editors, and all participants in the publication process to uphold the principles of honesty, fairness, accountability, and professional responsibility throughout the submission, peer-review, publication, and post-publication stages.

The Journal follows internationally recognized principles of publication ethics and requires that all submitted manuscripts represent original work that has not been published previously and is not under consideration by another journal. Research findings must be reported accurately and objectively without fabrication, falsification, selective reporting, inappropriate manipulation of data, images, or statistical analyses. Authors are expected to maintain accurate research records and provide supporting data or documentation when requested during editorial assessment.

All sources of information, data, concepts, and previously published material must be appropriately acknowledged. Plagiarism in any form, including verbatim copying, close paraphrasing without attribution, mosaic plagiarism(a blend of borrowed material from multiple sources without using quotation marks or proper attribution), self-plagiarism, and the unauthorized use of figures, tables, or other copyrighted material, constitutes unethical publishing behaviour and is not acceptable. Manuscripts are screened using plagiarism-detection software before or after peer review.

The Journal does not accept duplicate, redundant, or simultaneous submissions. Authors must not submit substantially similar manuscripts to more than one journal at the same time or republish previously published work without appropriate justification, permission, and full disclosure. Likewise, the inappropriate fragmentation of research findings ("salami publication") intended primarily to increase publication counts is discouraged. Translated versions of work previously published in another language are also not considered for publication in the Journal of Global Economics, Public Policy and Development.

Authors are responsible for ensuring that all data, analyses, interpretations, and conclusions presented in their manuscripts are accurate and supported by the evidence. Where errors or inaccuracies are identified after publication, authors are expected to cooperate fully with the Journal to issue a correction, clarification, retraction, or other appropriate post-publication notice.

Editors evaluate manuscripts solely on their scholarly merit, originality, methodological quality, significance, and relevance to the Journal's scope. Editorial decisions are made independently and without discrimination based on nationality, institutional affiliation, ethnicity, gender, political beliefs, religious affiliation, or other personal characteristics of the authors. Editors, reviewers, and editorial staff must treat all submitted manuscripts as confidential documents and must not use unpublished information obtained during the editorial process for personal, academic, or commercial advantage.

Reviewers are expected to provide objective, constructive, timely, and confidential evaluations that contribute to maintaining the quality of published research. Any actual or potential conflict of interest that could influence the review or editorial process must be disclosed promptly to the Journal.

Where evidence of research or publication misconduct is identified before or after publication, the Journal will investigate the matter fairly, confidentially, and in accordance with its established editorial procedures. Depending on the nature and severity of the misconduct, appropriate actions may include rejection of the manuscript, publication of corrections, retractions, expressions of concern, notification of authors' institutions or funding bodies, or other measures considered necessary to preserve the integrity of the scholarly record.

Authorship Policy

The Journal of Global Economics, Public Policy and Development recognizes authorship as an important indicator of intellectual contribution and academic responsibility. Authorship should be limited to individuals who have made substantial scholarly contributions to the conception or design of the study; the acquisition, analysis, or interpretation of data; and the drafting or critical revision of the manuscript. All authors must approve the final version of the manuscript before submission and agree to be accountable for the accuracy and integrity of the work.

Individuals who have contributed to the research but do not meet the criteria for authorship should not be listed as authors. Their contributions may be acknowledged in an Acknowledgements section, where appropriate. All listed authors share responsibility for the published work and should be able to identify their individual contributions as well as have confidence in the integrity of the contributions made by their co-authors.

The corresponding author serves as the primary contact between the Journal and all co-authors throughout the submission, peer-review, and publication process. The corresponding author is responsible for ensuring that all authors have participated appropriately in the research, reviewed and approved the submitted manuscript, agreed to its submission, and have disclosed any relevant conflicts of interest or sources of research funding.

Requests to add, remove, or rearrange authors after manuscript submission must be submitted in writing to the Editor-in-Chief by the corresponding author, together with a clear explanation for the proposed change and written consent from all authors, including any author being added or removed. Changes in authorship after acceptance will be permitted only in exceptional circumstances where adequate justification is provided. The Journal reserves the right to decline requests that cannot be satisfactorily verified.

The Journal does not tolerate guest, honorary, gift, or ghost authorship. Any attempt to misrepresent authorship or conceal significant contributors constitutes publication misconduct and may result in rejection of the manuscript or appropriate post-publication action.

Conflict of Interest Policy

The Journal of Global Economics, Public Policy and Development is committed to ensuring transparency and maintaining public confidence in the integrity of published research. Authors, reviewers, editors, Guest Editors, and Editorial Board members are required to disclose any financial, professional, institutional, or personal relationships that could reasonably be perceived as influencing their judgment or the interpretation of research findings.

Authors must disclose all sources of research funding, institutional support, consultancy arrangements, employment relationships, stock ownership, honoraria, patents, advisory roles, or any other interests that may create an actual, potential, or perceived conflict of interest. Where no conflicts exist, authors should include the statement: "The authors declare that they have no competing interests."

Editors and reviewers must withdraw from handling or evaluating a manuscript whenever a conflict of interest could compromise, or reasonably appear to compromise, their objectivity. Editorial assignments will be transferred to another qualified editor or reviewer to preserve the independence and fairness of the review process.

All disclosed conflicts of interest are considered during editorial assessment but do not automatically preclude publication. The Journal evaluates each case individually to determine whether additional disclosure, editorial management, or other measures are required to protect the integrity and transparency of the scholarly record. Failure to disclose a relevant conflict of interest may result in rejection of the manuscript or appropriate post-publication corrective action.

Peer Review Policy

The Journal of Global Economics, Public Policy and Development is committed to ensuring the quality, integrity, and scholarly value of the research it publishes through a rigorous and impartial double-blind peer-review process. Peer review serves as an essential mechanism for evaluating the originality, methodological rigor, significance, and relevance of submitted manuscripts while supporting authors in improving the quality of their work.

All submitted manuscripts undergo an initial editorial assessment to determine their suitability for the Journal's aims and scope, compliance with submission requirements, adherence to publication ethics, and overall scholarly quality. Manuscripts that fail to meet these requirements may be rejected without external review.

Manuscripts that successfully complete the preliminary assessment are assigned to at least two independent experts with appropriate subject expertise. Under the Journal's double-blind peer-review system, the identities of authors and reviewers remain confidential throughout the review process to ensure fairness, objectivity, and impartial evaluation.

Reviewers are invited to assess manuscripts based on their originality, theoretical contribution, methodological soundness, analytical quality, clarity of presentation, validity of conclusions, and relevance to the Journal's scope. They are expected to provide constructive, objective, and evidence-based comments that assist both the authors and the editorial team in reaching an informed publication decision.

Editorial decisions are based on reviewer recommendations together with the independent assessment of the handling editor. A manuscript may be accepted, accepted subject to minor revisions, invited for major revisions and resubmission, or rejected. Authors receiving revision requests should address all reviewer comments systematically and submit a detailed response explaining how each comment has been considered.

The Editor-in-Chief retains full responsibility for all editorial decisions and may seek additional expert opinions where reviewer recommendations are conflicting, inconclusive, or where specialized expertise is required. The Editor-in-Chief's decision regarding publication is final.

All participants in the peer-review process are expected to maintain strict confidentiality. Reviewers must not use, disclose, distribute, or retain unpublished material obtained through peer review for personal, academic, or commercial advantage. Reviewers should promptly declare any actual or potential conflicts of interest and decline the review where such conflicts could reasonably affect their objectivity.

The Journal seeks to complete the peer-review process in a timely manner while maintaining high standards of scholarly evaluation. Although every effort is made to meet the Journal's target review timelines, the duration of peer review may vary depending on reviewer availability, the complexity of the manuscript, and the extent of revisions required.

Authors who believe that a manuscript has been rejected due to a significant procedural error or factual misunderstanding may submit a reasoned appeal to the Editor-in-Chief. Appeals will be considered independently, and where appropriate, the manuscript may be reassessed by another editor or additional independent reviewers. Submission of an appeal does not guarantee reconsideration or acceptance of the manuscript.

Research Integrity and Reporting Standards

The Journal of Global Economics, Public Policy and Development is committed to promoting responsible research practices and ensuring that published findings are accurate, transparent, and reproducible. Authors are expected to conduct and report their research honestly, objectively, and in accordance with recognized ethical and professional standards.

Submitted manuscripts should present an accurate and complete account of the research undertaken, together with sufficient methodological detail to allow readers to understand, evaluate, and, where appropriate, replicate the study. Data, analyses, and interpretations must be reported truthfully without fabrication, falsification, inappropriate manipulation, or selective omission of findings.

Authors are expected to retain the underlying research data and supporting documentation for a reasonable period (3 years usually)following publication and should make such materials available to the Journal upon request where necessary to verify the integrity of the published work. Where ethical, legal, contractual, or confidentiality obligations permit, authors are encouraged to deposit research data in suitable public repositories or provide access through institutional or disciplinary archives.

Any use of confidential, proprietary, or third-party data must comply with applicable legal requirements and contractual obligations. Authors are responsible for obtaining all necessary permissions for the use of copyrighted material, datasets, questionnaires, figures, tables, or other content incorporated into their manuscripts.

Research involving human participants, confidential information, surveys, interviews, or other forms of primary data collection should have been conducted in accordance with applicable institutional and national ethical requirements. Where approval from an ethics committee or institutional review board was required, authors should provide the name of the approving body and the approval reference within the manuscript. Where informed consent was required, authors should confirm that appropriate consent was obtained before data collection commenced.

Authors are encouraged to disclose sources of research funding, the availability of research data, and any limitations that may affect the interpretation or generalizability of their findings. Such transparency enhances the credibility and reproducibility of published research while supporting evidence-based scholarship.

Artificial Intelligence (AI) Policy

The Journal of Global Economics, Public Policy and Development recognizes the growing use of artificial intelligence (AI) and AI-assisted technologies in scholarly communication. These technologies may be used to improve language, grammar, readability, formatting, or to assist with coding, data organization, and other technical tasks, provided that their use does not replace the authors' intellectual contribution, critical analysis, interpretation, or scholarly judgment.

Authors remain fully responsible for the originality, accuracy, integrity, and validity of all content submitted to the Journal, regardless of whether AI-assisted technologies have been used during manuscript preparation. Artificial intelligence systems cannot be listed as authors because they cannot assume responsibility for the work, approve the final manuscript, or satisfy accepted authorship criteria.

Where AI tools have made a substantive contribution to the preparation of a manuscript beyond routine language editing, authors should provide an appropriate disclosure describing the tool used, its purpose, and the extent of its use. Such disclosure promotes transparency without affecting the editorial assessment of the manuscript.

The use of AI-generated or AI-manipulated images, figures, datasets, or other research content that could misrepresent research findings is not permitted unless explicitly identified, scientifically justified, and appropriately disclosed. The Journal reserves the right to request additional information regarding the use of AI technologies during editorial assessment.

Editors and reviewers may use AI-assisted tools only for limited administrative purposes that do not compromise manuscript confidentiality, intellectual property, or the integrity of the peer-review process. Confidential manuscript content must not be uploaded to publicly accessible AI systems or services that retain or reuse submitted information.

Post-Publication Corrections and Retractions

The Journal of Global Economics, Public Policy and Development is committed to preserving the accuracy and integrity of the scholarly record. Where significant errors, ethical concerns, or research misconduct are identified after publication, the Journal will take appropriate corrective action in a transparent and timely manner.

Minor errors that do not affect the interpretation or reliability of the published work may be corrected through an editorial correction or corrigendum. Where an error originates from the publisher, an erratum may be issued. Corrections will be permanently linked to the original article to ensure transparency and maintain an accurate publication record.

Where substantial concerns arise regarding the validity, reliability, or ethical integrity of published research, the Journal may issue an Expression of Concern while an investigation is conducted. If the findings are determined to be unreliable as a result of research misconduct, major error, plagiarism, duplicate publication, fabricated or falsified data, or other serious breaches of publication ethics, the article may be retracted. Retraction notices will remain permanently linked to the original publication and will clearly explain the reasons for the retraction.

Requests for corrections or retractions may be initiated by authors, readers, reviewers, editors, or institutions. All cases will be evaluated fairly, confidentially, and in accordance with the Journal's editorial procedures. Authors will be given an opportunity to respond before a final decision is reached whenever appropriate.

The Journal may also update published articles where necessary to correct factual inaccuracies, improve metadata, or maintain the integrity and accessibility of the scholarly record. Any post-publication changes will be clearly identified to preserve the transparency of the publication history.

Editorial Independence

The Journal of Global Economics, Public Policy and Development is committed to maintaining complete editorial independence in all aspects of the publication process. Editorial decisions are based exclusively on the scholarly merit, originality, methodological quality, significance, and relevance of submitted manuscripts, without influence from commercial interests, sponsors, funding organizations, advertisers, institutional affiliations, or Article Processing Charges (APCs).

The Editor-in-Chief has full authority over the editorial content of the Journal and is responsible for ensuring that editorial decisions are made fairly, objectively, and independently. Neither the publisher nor any external individual or organization may interfere with editorial decisions or influence the outcome of the peer-review process.

Members of the Editorial Board and Guest Editors are expected to perform their responsibilities impartially and to disclose any actual or potential conflicts of interest that could affect their editorial judgment. Where a conflict exists, the manuscript will be reassigned to another editor to ensure an independent and unbiased evaluation.

Appeals and Complaints Policy

The Journal of Global Economics, Public Policy and Development is committed to providing a fair, transparent, and accountable editorial process. Authors who believe that an editorial decision was based on a significant procedural error, factual misunderstanding, or evidence that was not adequately considered may submit a written appeal to the Editor-in-Chief (appeals_and_complaints@nexusacademicpress.com). Appeals should present clear reasons supported by relevant information and will be reviewed independently. Submission of an appeal does not guarantee that the original decision will be reversed or that the manuscript will undergo further peer review.

The Journal also welcomes complaints relating to editorial procedures, peer review, publication ethics, conflicts of interest, or other aspects of the publication process. All complaints will be handled confidentially, impartially, and in a timely manner. Where appropriate, additional information may be requested from the parties involved before a final decision is reached. The Journal will take any corrective action considered necessary to ensure fairness and maintain confidence in its editorial processes.

Privacy and Confidentiality Policy

The Journal of Global Economics, Public Policy and Development respects the privacy of authors, reviewers, editors, and readers and is committed to protecting confidential information obtained during the publication process.

All manuscripts submitted to the Journal are treated as confidential documents. Editors, reviewers, Editorial Board members, and editorial staff must not disclose, discuss, or use unpublished material for personal, academic, or commercial purposes. Information relating to submitted manuscripts will be shared only with individuals directly involved in the editorial and peer-review process.

Personal information collected during manuscript submission and publication is used solely for editorial administration, publication, indexing, and communication purposes. The Journal does not disclose personal information to third parties except where required for publication, indexing, digital preservation, legal obligations, or with the consent of the individual concerned.

Special Issues Policy

Purpose

The Journal of Global Economics, Public Policy and Development periodically publishes Special Issues to promote scholarly dialogue on emerging themes, contemporary challenges, and innovative developments in economics, public policy, development studies, and related interdisciplinary fields. Special Issues bring together high-quality research that advances theory, informs policy, and contributes to evidence-based practice on topics of significant academic and societal importance.

Proposal and Approval

Special Issues are coordinated by one or more Guest Editors with recognized expertise in the proposed field. Proposals should include the proposed title, scope, rationale, submission timeline, and brief biographies of the Guest Editor(s). All proposals are evaluated by the Editor-in-Chief and the Editorial Board for their scholarly merit, relevance to the Journal's scope, and feasibility. Approved Special Issues are announced on the Journal's website together with submission deadlines and Guest Editor information.

Call for Papers

Following approval, the Journal publishes a Call for Papers outlining the objectives, scope, and submission schedule of the Special Issue. The Journal and Guest Editor(s) jointly promote the Special Issue through relevant academic, professional, and policy networks to encourage high-quality international submissions.

Peer Review and Editorial Process

All manuscripts submitted to a Special Issue are subject to the Journal's standard editorial policies, publication ethics, and double-blind peer-review process. Editorial decisions are based solely on originality, scholarly quality, methodological rigor, and relevance to the Special Issue theme. The final decision on all manuscripts rests with the Editor-in-Chief or a designated editor.

Responsibilities of Guest Editors

Guest Editors are responsible for conducting an initial assessment of submissions, recommending qualified reviewers, overseeing the peer-review process, evaluating reviewer reports, and promoting the Special Issue while maintaining fairness, confidentiality, and adherence to the Journal's ethical standards.

Conflict of Interest

Guest Editors submitting manuscripts to their own Special Issue shall have no involvement in the editorial handling or peer review of their submissions. Such manuscripts will be managed independently by the Editor-in-Chief or a designated editor in accordance with the Journal's conflict of interest and double-blind peer-review policies.

Editorial Office Support

The editorial office provides administrative support throughout the Special Issue process, including manuscript management, reviewer coordination, author communication, workflow monitoring, production, and publication.

Submission and Publication

Special Issues normally remain open for submissions for approximately six months unless otherwise announced. Accepted articles are published after successful completion of peer review, editorial approval, copyediting, and author proof correction, and receive the same DOI assignment, indexing, and publication status as articles published in regular issues.

Modification or Cancellation

The Journal reserves the right to modify, postpone, or cancel a Special Issue when necessary to maintain editorial quality or operational integrity. Where appropriate, manuscripts accepted or under review may be transferred to a regular issue following consultation with the authors.

Article Processing Charges

Articles accepted for publication in a Special Issue are subject to the Journal's standard Article Processing Charge (APC) policy, unless otherwise stated. The payment or waiver of APCs has no influence on editorial or peer-review decisions.

Disclaimer

The opinions, interpretations, and conclusions expressed in articles published in the Journal of Global Economics, Public Policy and Development are those of the respective authors and do not necessarily reflect the views of the Editor-in-Chief, Editorial Board, publisher (Nexus Academic Press), or affiliated institutions.
